An institutional diagnostics of agricultural innovation; public-private partnerships and smallholder production in Uganda

Summary. This paper develops a diagnostic framework for analyzing public-private partnerships in agricultural innovation, using institutions as performative processes rather than fixed rules, and technology as affordance rather than input. The authors test this framework on a Uganda sorghum production partnership between the National Agricultural Research Organisation and Nile Breweries Limited, revealing institutional dynamics critical for understanding smallholder farming innovation in Africa.
