Summary. Inclusive village planning in Indonesia drives sustainable rural development by improving access to services, strengthening local economies, and enhancing social well-being. Learning Hot Spots—institutional environments where collective learning occurs—emerge when planning treats knowledge exchange and peer learning as central. Elite-dominated planning limits these outcomes. The study shows that integrating inclusive planning with collective learning and governance innovation builds resilient rural communities.
