Chapter 3: The Rural Public Library as Leader in Community Broadband Services
Summary. Rural public libraries can lead broadband adoption in their communities by serving as central anchor institutions. The paper proposes that libraries use education and training programs to maximize broadband's community impact and take active roles in planning local broadband infrastructure and services.
