Has Kenya’s Governance Reforms in the Energy Sector Enhanced Access to Electricity in Rural Areas?

Summary. Kenya's electricity sector governance reforms—particularly enhanced accountability and decentralization—have positively improved rural electrification access. However, stakeholder participation showed no significant effect on rural electrification outcomes. The study found low citizen engagement in electrification projects and recommends government awareness campaigns and mechanisms to increase rural participation in these initiatives.
