ISLAMIC SOCIAL FINANCE AND COMMUNITY-BASED TOURISM: A ZAKAT-WAQF MODEL FOR RURAL TOURISM DEVELOPMENT IN TERENGGANU

Summary. Rural communities in Terengganu, Malaysia benefit little from tourism despite the region's cultural and ecological richness. This paper proposes a Zakat-Waqf financing model combining Islamic social finance instruments to fund community-based tourism development. The model shows promise for eco-tourism and cultural heritage projects, but faces real obstacles: fragmented governance between religious and tourism authorities, weak zakat distribution systems, and communities' dependence on government support. Success requires integrating religious financial institutions into formal tourism planning.
