Orchestrating Regional Development Through Projects: The ‘Innovation Paradox’ in Rural Finland
Summary. Project management dominates rural and regional development in Finland, yet creates an 'innovation paradox': regions are expected to innovate while lacking genuine innovative capacity. This professionalization of project management, combined with gender dynamics, reduces project value. The author argues that relaxing strict innovation requirements would unlock the actual innovation potential embedded in most development projects.
