Constructing Regional Advantage: Towards State-of-the-Art Regional Innovation System Policies in Europe?

Summary. This paper examines how regional innovation system policies work across Europe, analyzing the challenges of applying national-level cluster concepts to regional contexts. The authors use ideal types as a conceptual framework to understand how regional advantage develops, showing that while individual elements of these ideal types exist in reality, the complete configurations themselves do not naturally occur.
