Interstate Professional Associations and the Diffusion of Policy Innovations
Summary. Interstate professional associations accelerate policy innovation adoption across states. The author examines how state insurance commissioners participating in the National Association of Insurance Commissioners' committee on health insurance were significantly more likely to adopt the HMO Model Act. The study demonstrates that professional associations, particularly through their committee structures, create institutional pathways that facilitate state officials' adoption of policy innovations.
