Challenges to open innovation in traditional SMEs: an analysis of pre-competitive projects in university-industry-government collaboration

Summary. Small and medium-sized enterprises in traditional, low-tech sectors struggle to participate effectively in university-industry-government collaborations focused on pre-competitive research and development. This study tracked three such projects across four phases—initiation, execution, closing, and monitoring—and identified specific firm-level and project-level obstacles that prevent these collaborations from meeting their innovation goals.
