Challenging the triple helix model of regional innovation systems: A venture-centric model

Summary. This paper critiques the triple helix model of regional innovation systems for excluding entrepreneurs and innovators. Through interviews, the authors find that government, university, and industry actors lack integration, and that entrepreneurs and researchers feel excluded from policy frameworks. They propose an alternative bottom-up double helix model centered on entrepreneurs as drivers of innovation, rather than treating innovation as a top-down process controlled by institutions.
