Regional Innovation Systems in the Lisbon strategy

Summary. Regional innovation systems matter for economic development, but they are not one-dimensional. The authors analyze how European policy frames regional innovation within the Lisbon strategy and find that national contexts ultimately drive economic development more than regional innovative capabilities alone.
