Summary. Rural energy access remains neglected in developing countries, leaving nearly two billion people without electricity or clean cooking. This systematic review examines rural energy policies as solutions to energy poverty, analyzing challenges, barriers, and alternatives. The authors argue that comprehensive rural energy policy is essential for achieving universal energy access and sustainable development, with particular focus on Latin America and the health and environmental impacts on rural communities.
