The roles of universities in fostering knowledge-intensive clusters in Chinese regional innovation systems
Summary. Chinese universities play distinct roles in regional innovation systems compared to Western models. This study examines Shanghai's Tongji Creative Cluster, a knowledge-intensive services hub, and finds that successful innovation development combines bottom-up grassroots initiatives with top-down government coordination. This hybrid approach proves more effective than purely state-directed models for overcoming challenges in China's regional innovation systems.
