The evolution of the MasAgro hubs: responsiveness and serendipity as drivers of agricultural innovation in a dynamic and heterogeneous context

Summary. The MasAgro program in Mexico evolved from a narrow technology focus to a broader innovation system approach by adapting to local contexts and opportunities. Hub managers drove this shift through responsive management, creating diverse partnerships and technology portfolios suited to different regions. The research shows that effective large-scale agricultural programs require stable macro-level vision combined with flexibility at implementation levels to accommodate farmer diversity and institutional change.
