Summary. This paper presents a novel approach using Policy Labs—innovative group work methodologies—to implement Spain's Urban and Rural Agenda in Castilla y León. The research identifies barriers to plan implementation and demonstrates how collaborative methodologies can bridge gaps between policymakers and experts to advance integrated urban policies.
