The implementation of the Spanish Urban and Rural Agenda in CyL: Policy Labs as place-based innovative methodology

Summary. This paper presents a novel approach using Policy Labs—innovative group work methodologies—to implement Spain's Urban and Rural Agenda in Castilla y León. The method brings together local politicians, technicians, academics, and national experts to develop Local Action Plans at provincial and municipal levels. The research identifies barriers to plan implementation and demonstrates how collaborative methodologies can bridge gaps between policymakers and experts to advance integrated urban policies.
