Summary. This paper develops a composite index to identify optimal locations for community renewable energy projects in rural areas. The index helps governments and investors allocate resources strategically by evaluating geographical suitability across multiple factors. Tested in Portugal but designed for broader application, the tool supports rural development by enabling communities to leverage local resources for both economic and social benefits while advancing the energy transition.
