Social innovation in rural governance: A comparative case study across the marginalised rural EU

Summary. Rural marginalisation across the EU intensified after 2008, as traditional state governance failed to serve remote communities. This study examines how beyond-the-state governance systems—horizontal, networked, and collaborative—address this gap. Comparing three marginalised regions in Austria, Portugal, and Greece, the authors identify key factors enabling socially innovative governance: decentralised government structures, strong interregional networks, stakeholder discourse, and institutional stability. The findings reveal conditions necessary for embedding social innovation in rural governance.
