An international comparison of R&D efficiency of multiple innovative outputs: The role of the national innovation system

Summary. This paper compares R&D efficiency across nations using data envelopment analysis, measuring outputs in patents, royalties, and journal publications. Countries show similar efficiency in patents and royalties but differ significantly in publications. The study finds that R&D intensity, intellectual property protection, knowledge stock, and human capital all boost efficiency. Private sector R&D drives patent and royalty performance, while higher education R&D strengthens publication outcomes.
