The Innovation Path of Urban-Rural Integration Development from the Perspective of Collaborative Governance: A Case Study of H County in Q Province

Summary. Urban-rural integration development requires coordinated governance across power, goals, actors, and resources. This case study of H County identifies barriers to integration including weak grassroots leadership, underdeveloped rural industries, fragmented multi-stakeholder coordination, and unequal digital resource distribution. The authors recommend strengthening local party organizations, fostering rural industries through innovation, building multi-actor synergy, and using digital tools to equalize resource allocation between urban and rural areas.
