Economic growth and broadband access: The European urban-rural digital divide

Summary. Broadband access drives economic growth differently in European urban and rural regions. Lower-speed broadband boosted growth in both areas but with weaker effects in rural regions. High-speed broadband significantly accelerated rural economic growth while having no impact in cities. Rural high-speed expansion shows increasing returns to scale and represents critical infrastructure for rural development, supporting policies to close the urban-rural digital divide.
