Equity and Access to Higher Education for Rural Uyghur Students in China: A Consideration of Policy and Structural Barriers

Summary. This paper examines how rural origin affects higher education access for Uyghur students in China's Xinjiang region. Through ethnographic fieldwork and interviews with Uyghur students, graduates, and faculty, the author identifies policy and structural barriers that limit educational opportunity. The paper shows how policy framing shapes what problems get recognized and constrains solutions for ethnic minorities seeking higher education.
