Market Formation in Technological Innovation Systems—Diffusion of Photovoltaic Applications in Germany

Summary. This paper develops a framework for analyzing how technological innovation systems create and mature end-user markets, using photovoltaic applications in Germany as a case study. The authors argue that existing innovation systems research neglects market formation structures, which become critical as technologies mature. They propose a conceptual approach to examine market-related substructures and demonstrate how different photovoltaic market segments developed in Germany.
