Successful organizational learning in the management of agricultural research and innovation: the Mexican produce foundations

Summary. Mexican Produce Foundations successfully adapted to changing agricultural markets by developing strong organizational learning capabilities, despite policy constraints that limited other developing countries' research institutions. They introduced diverse research and extension activities beyond their original competitive grant mandate, driven by human resources, organizational culture, and governance structures that enabled them to identify knowledge gaps and implement strategic solutions.
