Bridging Scales in Innovation Policies: How to Link Regional, National and International Innovation Systems
Summary. This paper examines how innovation systems operating at different geographic scales—international, national, and regional—can be effectively linked and coordinated through policy. The author identifies which innovation system functions work best at each scale and proposes a policy framework that integrates support across all three levels to strengthen technology-based economic development.
