HOW EFFECTIVE IS MICROFINANCE IN REACHING THE POOREST? EMPIRICAL EVIDENCE ON PROGRAMME OUTREACH IN RURAL PAKISTAN

Summary. Microfinance institutions in rural Pakistan reach middle-income and less-poor households far more effectively than the poorest populations, despite claims otherwise. A survey of 1,132 households in Punjab shows microfinance programs fail to serve the very poor adequately. The study calls for policy reforms to deepen outreach toward the poorest rather than simply expanding program breadth.
