An approach for K-modes cluster analysis to examine direct resource transfers in brazilian public agreements for innovation and rural development

Summary. Brazilian public agreements for innovation and rural development were analyzed using K-modes cluster analysis to identify patterns in resource transfers. The study examined 10,098 agreements signed between 2019 and 2023, clustering them by geographic region, purpose, year, expense value, and status. K-modes proved superior to traditional clustering methods for handling categorical data and varying cluster sizes. The approach successfully revealed patterns in how Brazil directs public funds to agricultural and rural initiatives.
