Capacity development for agricultural biotechnology in developing countries: an innovation systems view of what it is and how to develop it

Summary. Agricultural biotechnology capacity in developing countries requires more than building research infrastructure and human capital. Using an innovation systems framework, this paper argues that countries must develop broader innovation capacity—the ability to use knowledge productively. The author examines six capacity development approaches and concludes that effective policy must take a multidimensional approach that integrates diverse innovation systems strategically.
