The Development and Diffusion of Radical Technological Innovation: The Role of Bus Demonstration Projects in Commercializing Fuel Cell Technology

Summary. Governments in North America, Europe, and Japan have funded demonstration projects to commercialize fuel cell bus technology as part of climate change strategies. This paper examines how various stakeholders—government agencies, automotive developers, and industry players—interact through these projects. The authors find that demonstration projects play a crucial role in technology adoption, but conflicting objectives among industry participants and complex government-developer relationships significantly hinder progress toward widespread commercialization.
