Summary. Agricultural innovation can help African countries achieve food security and poverty reduction goals, but moving from policy promises to real results remains difficult. The paper identifies technological and institutional innovations that boost smallholder farmer productivity and income, yet barriers—including weak governance, limited resources, and knowledge gaps—prevent their adoption. Effective implementation mechanisms beyond goal-setting are essential to deliver promised outcomes.
