Collaborative Innovation Across Knowledge Systems: A New Shift in Integrating Indigenous Knowledge and Scientific Climate Adaptation Tools—A Systematic Review and Policy Analysis

Summary. This systematic review develops the Knowledge Integration Maturity Model (KIMM), a five-stage framework measuring how genuinely indigenous knowledge integrates into climate adaptation policies versus tokenistic inclusion. Analyzing 85 global climate policies across 45 countries, the authors find most policies reach Level 3-4 (inclusion to collaboration) but none achieve true co-governance. Economic empowerment and budget control authority prove critical for substantive power-sharing. The framework reveals that genuine collaboration requires structural resource redistribution, not just legal recognition.
