Who Controls Tourism Innovation Policy? The Case of Rural Tourism

Summary. Rural tourism innovation in Denmark occurs through local action groups implementing EU's LEADER program, which decentralizes policy control away from national authorities. While these groups effectively leverage local resources and incrementally upgrade tourism facilities, innovation performance remains low. The study finds that this radical decentralization undermines national coordination and strategy, making it difficult to align tourism development with broader welfare and environmental goals.
