“Moving from transactional government to enablement” in Indigenous service delivery: The era of New Public Management, service innovation and urban Aboriginal community development

Summary. Aboriginal Community Based Organisations in Newcastle, Australia have successfully driven urban Aboriginal community development and self-determination for 40 years. New Public Management reforms that treat social services as market commodities threaten this success by prioritizing transactional government over genuine community enablement. The paper argues that policy must shift toward authentic enablement that supports Aboriginal autonomy and community-led development rather than market-driven service delivery.
