Open data for open innovation: managing absorptive capacity in SMEs
Summary. Small and medium enterprises struggle to use open data for innovation because they lack specific capabilities to acquire, process, and apply it effectively. The study identifies core factors that shape how SMEs handle open data and finds that without developing these unique capabilities, most SMEs cannot successfully leverage open data for digital innovation, explaining why adoption remains limited.
