Managing diversity in a system of multi-level governance: the open method of co-ordination in innovation policy

Summary. Open method of coordination has made limited progress in innovation policy because multi-level governance structures and diverse national innovation systems create barriers to vertical coordination and horizontal learning across countries. The authors argue that effective application requires acknowledging national and regional differences, involving actors at all territorial levels, and developing qualitative benchmarks that account for system diversity rather than imposing uniform standards.
