National Intervention and the Diffusion of Policy Innovations
Summary. National legislation influences whether states adopt policy innovations in human services, even without mandates or financial incentives. Using event history analysis of three policy innovations—individual development accounts, family caps, and medical savings accounts—the study finds that national intervention affects state adoption by either reducing obstacles to innovation or providing resources to overcome them. National action that addresses neither factor has no significant effect on state decisions.
