Defence innovation ecosystems and rural economic development: pathways to sustainable growth and military adaptation

Summary. Latvia is integrating rural regions into its defence innovation ecosystem to strengthen military capabilities and economic development. The study finds that while government investment and policy frameworks exist—including test sites in Latgale and dual-use technology grants—rural participation remains limited by infrastructure gaps, weak SME involvement, and unequal funding distribution. The authors recommend targeted policies to boost rural innovation capacity while aligning with NATO and EU standards.
