A Systems Approach for Solving Inter-Policy Gaps in Dynamic Spectrum Access-Based Wireless Rural Broadband Networks

Summary. Rural broadband deployment using dynamic spectrum access technology faces efficiency losses due to gaps between independent policies governing spectrum allocation, radio technology, and user requirements. The authors apply systems engineering tools to align these intersecting policies and demonstrate that resolving inter-policy conflicts in a 4G LTE system sharing digital television frequencies can increase rural broadband availability from 1% to 21% of locations in test scenarios.
