From technological to social innovation: objectives, actors, and projects of the European rural development program (2007-2013) in the Puglia region

Summary. This paper examines how the European LEADER program interpreted innovation in Puglia's rural development strategy from 2007-2013. The analysis shows that innovation shifted from purely technological focus to include social and cultural dimensions. Local action groups implemented governance-centered strategies that emphasized knowledge and territorial development, particularly in economically disadvantaged rural areas, reflecting a broader European shift toward socially-oriented rural innovation.
