Equity, Capacity, and Compliance: A Case Study of Title VI Implementation in Rural Public Transit Systems
Summary. Rural transit agencies in Nebraska struggle to comply with Title VI civil rights requirements due to limited administrative capacity, procedural knowledge gaps, and communication challenges around serving Limited English Proficiency populations. A partnership between the state DOT and a research center successfully reduced administrative burden and strengthened compliance. The study shows that collaborative partnerships help rural transit providers meet federal equity mandates and build organizational resilience.
