National Strategy of Indigenous Innovation and its Implication to China

Summary. China's indigenous innovation strategy from 2006–2020 successfully supports industrial upgrading and catch-up growth through targeted policies, but it constrains breakthrough innovation. The authors argue that China needs to embrace open innovation and market competition rather than protecting domestic enterprises from global technology systems. Only by engaging with international innovation networks can Chinese firms achieve disruptive innovation and establish China as a genuine innovation leader.
