The Power of Electricity: How Effective Is It in Promoting Sustainable Development in Rural Off-Grid Islands in the Philippines?

Summary. Electrification significantly impacts rural sustainable development, but effectiveness depends on access duration. The authors tested a framework measuring economic, technical, social, and environmental dimensions across two Philippine islands. Islands with 24-hour electricity access showed improvements across most indicators, while limited-access islands continued using conventional fuels and saw minimal socioeconomic gains. The framework helps policymakers assess electrification projects in off-grid rural communities.
