Summary. Network infrastructure in rural China helps households access and use digital technology, but doesn't immediately improve their ability to apply it effectively. The digital divide closes fastest for non-farm workers and younger people. Training programs and targeted services for elderly and agricultural workers are needed to translate infrastructure investment into actual capability gains.
