Off-Grid Rural Electrification in Mozambique : Political Economy Encounters of the Solar Home System Developments

Summary. Mozambique has low rural electricity access despite successful off-grid solar home system programs in neighboring countries. This paper argues the Mozambique government resists solar incentives because decentralized energy solutions threaten state-controlled utility interests and clientelist political networks. Interviews with 30 key informants reveal the state prioritizes expanding access through public utilities rather than supporting private solar alternatives.
