‘Just’ access to electricity: Energy justice in Indonesia’s rural electrification (LISDES) program

Summary. Indonesia's rural electrification program (LISDES) fails to deliver just access to electricity due to three types of injustice. Distributive injustice stems from unequal incomes, geography, and population spread. Procedural injustice arises from poor information sharing, weak participation by local actors, and inadequate legal frameworks. Recognition injustice reflects failure to understand electricity's role in welfare and to acknowledge Indonesia's diverse socioeconomic conditions. Addressing all three requires clear long-term program goals.
