Bridging the Digital Divide: A Framework for Sustainable Distance Learning in Rural Uganda

The study of 150 teachers and education officers across three districts found that sustainable solutions require low-tech approaches like radio instruction and USB distribution rather than internet-dependent platforms. Effective rural distance education demands hybrid delivery models, teacher training for low-connectivity settings, and public-private partnerships to reduce data costs.
