Are rural energy access programmes pro-poor interventions?

Summary. Rural energy access programmes in sub-Saharan Africa reach poor households through on- and off-grid electrification and improved cooking solutions. The programmes deliver direct economic benefits when connections are subsidized to ensure affordability. However, productive use opportunities like irrigation generate minimal indirect benefits for unconnected households. Energy-efficient biomass cookstoves show the strongest pro-poor potential among energy interventions.
