Rural Broadband Development in Canada’s Provinces: An Overview of Policy Approaches
Summary. Canadian provinces have used a mix of competitive market policies and targeted subsidies to achieve near-universal Internet access in rural and remote communities. The paper examines how public sector initiatives address private sector under-investment in rural broadband networks, showing that this combined approach effectively narrows the urban-rural digital divide.
