COMPLEX ADAPTIVE SYSTEMS AND THE DIFFUSION OF INNOVATIONS

Summary. This paper combines diffusion of innovations theory with complex adaptive systems theory to create a hybrid model for predicting and guiding behavior change in populations. Using the STOP AIDS campaign in San Francisco as an example, the authors show how heterogeneous social networks and weak ties between diverse groups can catalyze innovation adoption. The integrated framework offers practical tools for public sector innovators seeking to understand and influence how innovations spread through social systems.
