Technological development for sustainability: The role of network management in the innovation policy mix

Summary. This paper analyzes how policy can strengthen collaborative networks driving sustainable technology development. Using advanced biorefinery technology in Sweden as a case study, the authors develop a framework showing how network management strategies should evolve across different phases of technological development. They demonstrate that ignoring network management in innovation policy leads to inefficient collaboration, fragmented competing networks, and knowledge gaps.
