Summary. Innovation platforms bring together agricultural stakeholders to learn, negotiate, and solve development challenges collaboratively. However, this study warns they are not universally applicable. The authors provide a decision-support tool for agencies to critically assess when innovation platforms are genuinely needed versus when simpler, cheaper alternatives exist. The tool helps determine what resources and conditions are necessary for platforms to succeed in achieving agricultural development outcomes.
